HUD Funding & HPRP Compliance Reporting
As part of the Recovery Act of 2009, new funds were made available through the Department of Housing and Urban Development (HUD) to help prevent homelessness or to provide services necessary to help families and individuals qualify to get back into a home. The Homelessness Prevention and Rapid Re-Housing Program (HPRP) is the federal program through which these funds are distributed. To help you better understand the implications of these HPRP funds for your organization, we’ve provided some basic information below.
Q: What kind of information do I need to collect for HPRP funds?
A: Organizations that receive HPRP funds are required to collect specific information about clients in a Homeless Management Information System (HMIS) or comparable program. However, because the HPRP funds were made available so quickly, HUD provided initial guidelines about which information should be collected, fully expecting that those guidelines would be more clearly defined in the following months. As a result, the information initially required for HPRP funds is different than the information required now, and is likely to be different in future months. These changing guidelines will require your organization to be able to respond quickly to the updated requirements.
Q: Can HPRP funds be used to help with the costs of collecting the required information?
A: Yes. You may use part of your HPRP funds to implement an HMIS system in your organization with reasonable costs. Additionally, administrative funds (up to 5% of the entire grant) may be used to prepare reports for HUD.
Q: The Violence Against Women Act (VAWA) prohibits me from participating in an HMIS to protect clients, but my clients still need help with housing. Am I eligible for funds?
A: Yes. HUD has indicated that Domestic Violence providers must still collect specific information in a database comparable to an HMIS, but when it comes to reporting, they can provide aggregate data.
Q: If we receive HPRP funds, what will be the reporting requirements?
A: You will need to submit initial and quarterly reports within 10 days after the end of each quarter. The reports need to include information about your plans for collecting data, any sub-grantees, expenditures by type, types of services provided, number of jobs created or maintained, and other information. Additionally, an Annual Progress Report (APR) with detailed information of outcomes is required.
